How Scoring Works:
🌧️ 7-day cumulative rainfall ≥ 150 mm → +2 points
💧 Water level ≥ Alert threshold → +1 point
💧 Water level ≥ Warning threshold → +3 points
💧 Water level ≥ Danger threshold → +4 points
Risk Level is defined as:
0–2 points = Low
3–5 points = Moderate
≥6 points = High
